Can a single location have more than one installation?

No — only one sensor can be installed at a given location at any one time. 
There’s a strict 1 location = 1 installation rule. If you want to add a second sensor nearby, it will need to be registered under a separate location. Also, any replacement or relocation of a sensor will always result in a new installationId.
